Philip Bond (PB) advised that he will be the Board representative for Cleveland Police going forward.
AB also met with PB and Richard Lewis (Chief Constable) last week to talk about the work of the Board.
Crimes Against Older People – The Poor Relation
This item was deferred to the next meeting.
Cleveland Police Vulnerability Strategy
Cleveland Police have developed a vulnerability strategy which has been circulated across the Force
including to front line staff. The police are raising awareness in identifying vulnerability through
Continued Professional Development events.
The Road to Improvement
An assurance report was provided to members for information. Structures within the police are changing
with Designated Officers managing specific portfolios of work. Detective Chief Inspector Deborah Fenny
(DF) is responsible for the Children and Vulnerable Adults (CAVA) Unit, Detective Chief Inspector
Shaun Page is responsible for the Vulnerable Exploited, Missing and Trafficked (VEMT) Team,
Detective Chief Inspector Simon Walker, Management of sex offenders (SOMU), and Detective Chief
Inspector Jayne Downes, Domestic Abuse Specialist Investigation Team.
The following key points were raised:
Police are working hard to make better links with other services
Working on how to refer Potential Dangerous People (PDP) into the system, following learning
from a recent SCR.
Establishing clear lines of responsibility and portfolios of work within the Safeguarding
Department.
Police would like to work better together with the support of TSAB to further develop the Multi-
Agency Children’s Hub and expand to include adult services as recognised as national best
practice
Submission rates for Public Protection Notices (PPNs) have increased in the last two months to
almost a 100% which are being triaged appropriately to appropriate agencies, work ongoing to
develop the quality of submissions through feedback and training.
Introduced a training development programme which includes safeguarding training for all
Neighbourhood Police Officers and staff, and to deliver training where appropriate to frontline
officers as part of a newly protected learning day incorporated into their shift pattern.
Shift patterns have been altered so that police officers on the frontline are more visible and able
to meet the policing demand on Teesside.
Extra police officers are being recruited, particularly for neighbourhood policing
Calum Titley (CT) commented that the LAs have met with DF to look at what information is shared
between the LAs and police and to raise awareness of what should be shared and to improve the
quality of the information.
Ann Workman (AW) felt there should be further discussions regarding further development of the Multi-
Agency Children’s Hub (MACH).
VEMT
There will be a Development Day on Friday 28 February. Helen Smithies (HS) commented that VEMT is
primarily focused on children at the moment and that more work needs to be done from the age of 18.
