9. Family Involvement

A key part of undertaking a SAR is to gather the views of the family and share findings with them prior
to finalisation of the report. Josh was estranged from his family. At the time of the writing of these
terms of reference, TSAB were making attempts to make contact with family members. The
Independent Reviewer will make arrangements to meet with the family.
